I have the honour to submit the following re-

commendations for reduction in expenditure in the Police

Department in order to meet the increases of $4,690 recom-

mended in my minutes of the 13th. & 14th, instants:-

1. In the Water Police

(a) Reduce the patrol on the Kowloon side of

the harbour by the patrol boat doing duty at night in Hung-

Hom bay. The boat's duty can be done by the patrol launch as

the water is deep in the Bay. The launch patrol will be more

effectual as owing to the exposed position of the bay the

boat is useless in anything but calm weather.

This will enable a reduction of

(b) Discontinue the patrol by a pinnace of

the Kowloon shore, and let the duty be done by the patrol
